I mean if you open gettertools and look at the alliances you'll see a clear division of area.
Both the alliances had divided the quad before the server even started, now if you mention that they will be enemies then that destroys the whole point of the NAP. Both the alliances clearly have decided they won't bother each other while keeping the focus on their side of the border. This is nothing short of collusion which continues even now. On should not be surprised when we see them defending each other.
Deciding and demarcating your quad before the server starts isn't diplomacy, can't call it that when the game hasn't even started.
