Yes, that is how a rollback works. For some reason though they decided to cancel the rollback and royally over people that acted upon the announced rollback.

I'm not sure how you can think this is Dacia's fault. Like it's under their control what members of DD are doing? What I've heard is that those attacks were planned for TSO long before DD even voted to remain allied to Dacia. Why wouldn't DD attack TSO considering everything that's happened? (ISTANBUL keeps saying that DD is taking orders from TSO, which is obviously bs, just look at the reports)
DD-Ph/Dacia meta attacks TSO. TSO retaliates by taking down the metas highest WW. Wheres the problem???
